此修正檔解決使用 Internet Explorer Administration Kit (IEAK) 5 自訂的 Internet Explorer 5 及網際網路工具的高度加密 (128 位元) 的問題。安裝自訂過的 Internet Explorer 5.0 後，Windows 2000 的使用者將無法登入。
只有在下列兩種條件存在時，才會發生此問題：
- 先前在此電腦上安裝過 128 位元的加密程式。
- 然後安裝協力廠商使用舊版 128 位元加密程式製作的 Internet Explorer 5。
